USOS DEL PATRIMONIO, ACCIÓN SOCIAL Y TURISMO: HACIA UN NECESARIO CONSENSO

Resumen. La teoría del patrimonio nos advierte con razón de la contradicción real existente entre conservación y uso del patrimonio, como si se tratara de términos excluyentes. Sin embargo, la clave de una buena gestión del patrimonio consiste precisamente en encontrar salidas plausibles a este dilema; en superar, tal contradicción, rompiendo este nudo gordiano de la cultura material. El desafio es, si cabe, más exigente en estos tiempos actuales y en los países en rápido desarrollo, toda vez que la forma más habitual y más expansiva de dar un uso a los recursos culturales patrimoniales se produce a través del turismo. Este fenómeno, que constituye la industria cultural más importante de muchos países del mundo, está llamado a seguir creciendo en los próximos años, especialmente en Iberoamérica. En tanto que manifestación del dinamismo social que caracteriza en diversos campos a nuestras sociedades, el turismo cultural contribuye a su vez al progreso de la conciencia conservacionista y estimula la mejora de las prácticas conservacionistas y por ende de la gestión del patrimonio en su conjunto. Por tanto, en este contexto de cambio y desarrollo es muy pertinente la reflexión especializada sobre cómo utilizar de forma ventajosa el patrimonio, cómo encauzar su consumo individual (en términos turísticos y demás) y qué nuevos equilibrios y consensos habrá que forjar al respecto, para que el tipo de desarrollo que buscamos se fundamente y se sustente en un desarrollo cultural real, participativo y equilibrado. Abstract. Heritage theory warns of the real contradiction that exists between conservation and heritage use, as if they were self-excluding terms. Nevertheless, the key to good heritage management consists precisely of finding plausible solutions to this dilemma; to overcome this contradiction and come free of the shackles of material culture. The challenge is, if anything, more demanding in current times in rapidly developing countries, as the more usual and expansive form of giving use to cultural heritage resources is through tourism. This phenomenon, which constitutes the most important cultural industry in many countries, is expected to grow in the next few years, especially in Ibero-America. As a manifestation of the social dynamism that characterizes our societies in several fields, cultural tourism contributes to the progress of conservationist culture and stimulates the improvement in conservationist practice, and consequently heritage management as a whole. Therefore, in this context of change and development it is very pertinent to reflect on how to use heritage advantageously, how to awaken individual usage (in tourism and other terms), and what other balances and consensuses will need to be reached on this subject, so that the type of development we seek can be based and supported on a real, participative and balanced cultural development
