The method is based on the case study type, descriptive design to be explained, framed in the categories of both quantitative and qualitative in nature. During the development of some of the steps, that were necessary for the construction of the information bye means of literature research and field study based application of the tools. The work is justified by the importance of the analysis of the functioning of the public health policies on the scale of towns and small cities. The results of the research have shown that there is na inefficiency in the implementation of public health policy, with a view to the people travelling to the same response key, either with or without the aid of the city. And, thus, determines the logic of the spatial organization and the use of health care services to the local and how much is envolved in fator in the logistics, because that is the Salvador, business, and groups polarize a part of these services.
