THE RURAL AREAS IN THE DIRECTOR PLAN: A CRITICAL-COMPARATIVE ANALYSIS OF THE DIRECTORS OF CAMPO MOURAO AND TERRA BOA (PR)

Abstract

The territorial planning aims to prioritize the municipality territorial area organization, contemplating the urban and rural zone to prevent the disordered appropriation of the rural areas and its improper conversion in urban land, since this enlarges the land concentration and the urban voids, mark of the land speculation. However, the negligence of rural areas in the director plans and consequently in planning, often makes the socioeconomic development of rural areas unfeasible, most of which presents infrastructural problems due to the disregard of public power. This paper aims to understand the importance of the director plan for the planning and development of the municipal agrarian sector, according to the Statute of Cities (2001). In this sense, we perform a critical analysis on the municipal plans of Campo Mourão and Terra Boa (PR) in order to elucidate their proposals and actions for the agricultural sector, especially for family agriculture. For the development of the work, bibliographical surveys from scientific articles, dissertations, books, legislation were carried out and later critical analysis of the director plans. It concludes with the analysis of the director plans, that the municipality of Campo Mourão should regard in its reformulation, by public policies directed to family agriculture, to guarantee the maintenance of this population in rural areas. The municipality of Terra Boa should evaluate the results of the proposals presented in the Director Plan, and if they reached the target public in an equitable way, with a view to minimize social inequality. We also consider it is important to demonstrate to the population the land structure, information not present in the plans, so that the citizens can visualize how the lots are distributed and how land concentration and access to land proceed.
