Abstract

The international debate on the regulation of child labor and the Brazilian debate on the elaboration of labor legislationbetween 1890 (International Labor Conference in Berlin) and 1944 (Philadelphia Declaration) within the context of the expansion of compulsory education, are analyzed. Child labor and compulsory education were intensely discussed due to changes in social relations brought about by the expansion of human and civil rights and due to affective and moral conflicts. Theoretical discussionswere foregrounded on the proposals of Norbert Elias, Viviane Zelizer and others. Laws, international treaties and newspaper articles were investigated for this purpose.
