Os exílios europeus no século XX
Abstract
O presente artigo aborda o fenômeno do exílio europeu, com ênfase na França, no decorrer do século XX e as suas especificidades nesse século em relação à épocas anteriores. Definições teóricas e de conceitos, como as noções de “exilado”, “refugiado” e “emigrado”, assumem um papel essencial nessa reconstrução histórica. O exílio político e o problema mais amplo dos refugiados também são abordados com ênfase, com o estudo, inclusive, da construção histórica de um estatuto internacional do refugiado, organizado pela Convenção de Genebra de 1951 e até hoje em vigor. Mostra-se, enfim, como o problema do exílio, enquanto componente do fenômeno migratório, está estreitamente ligado à evolução das políticas de imigração e das conjunturas econômicas e políticas e apresenta-se uma reflexão sobre as tipologias possíveis e sobre a evolução da historiografia a respeito. Abstract. The phenomenon of exile in Europe, especially in France, throughout the 20th century and its peculiarities when compared to those in previous centuries is provided. Theoretical and conceptual definitions, including the terms “exiles”, “refugees” and “emigrants” have paramount importance in our historical reconstruction. Political exile and the broader problem of political refugees are dealt with, coupled to an in-depth analysis of the historical construction of the still binding international statute for refugees according to the 1951 Geneva Convention. The exile problem, taken within the context of the migration phenomenon, is intimately linked to the development of immigration policies and to economical and political structures. Actually it boils down to an investigation on possible typologies and the development of exile historiography.Downloads
