Na trilha das reivindicações: movimentos populares de moradia em São Paulo e a luta pela reforma urbana na constituinte (1980-1988)
Résumé
Este artigo propõe recuperar e discutir as reivindicações por melhorias nas condições de vida urbana apresentadas pelos movimentos populares de moradia no início da década de 80. A perspectiva é perceber a construção de um campo social de luta por direitos urbanos, destacada principalmente pela emergência da bandeira de Reforma Urbana e encampada sob forma de Emenda Popular junto ao processo Constituinte entre os anos 85-88. Parte-se da compreensão de que essas experiências de participação política atribuíram novos significados à chamada “questão urbana” brasileira e contornos sociais na definição e entendimento do planejamento urbano, passando também a reivindicar a sua politização. Abstract: This article discusses the demands for better living conditions in big cities especially those presented by popular dwelling movements in São Paulo in the early 1980s. The analysis of these popular movements identifies them as the social focus of demands for urban rights and urban reform, being responsible for the inclusion of a popular amendment into the Constitution by the Constitutional Assembly (1985-1988). These experiences of political participation were crucial to the so-called urban question in Brazil. Moreover, they have contributed to the definition, urderstanding and even politicization of Brazilian city planning.Téléchargements
