THE NATIONAL BASIC SANITATION POLICY, THE NATIONAL BASIC SANITATION PLAN (PLANSAB) AND THE ACTIONS OF THE MUNICIPALITIES OF FRANCISCO BELTRÃO, IRETAMA AND CAMPO MOURÃO - PR FOR THE CREATION OF THEIR MUNICIPAL RURAL BASIC SANITATION POLICIES
Abstract
The lack of municipal policies focused on basic sanitation is something that still harms the Brazilian and world population. At least on paper, PLANSAB's goal is to expand the participation of states and municipalities, decentralizing actions and encouraging the construction of municipal sanitation plans and policies. In this article, the foundations of PLANSAB are presented, with emphasis on guidelines for rural sanitation, and the existence of policies and actions in the area of sewage disposal and treatment in three municipalities in the State of Paraná are analyzed: Francisco Beltrão, Iretama and Campo Mourão. The methodology used was composed by bibliographic review, reading and analysis of Law n. 11445/2007 that culminated in the creation of PLANSAB in 2013, the review of PLANSAB in 2019 and interviews with those responsible for the development of rural sanitation actions in each municipality. As PLANSAB deals with sanitation policies and practices at the municipal level, it was sought to understand how municipalities are facing these issues. The municipalities studied did not present municipal plans and policies for basic sanitation in rural areas, not following the guidelines of the National Basic Sanitation Plan and Policy.
