SOCIAL VULNERABILITY AND ACCESS TO PUBLIC EQUIPMENT FOR CHILDREN EDUCATION, CULTURE AND LEISURE IN THE MUNICIPALITY OF BELO HORIZONTE - MG

Abstract

The article presents a methodology to map the access of the resident population in areas of social vulnerability to social public interest equipment in the city of Belo Horizonte. Three types of local access equipment were selected, which still have low territorial coverage in the municipality: Municipal Infant Education Units (UMEIs), Cultural Centers and Parks. The methodological proposal, based on the principle of territorial targeting with a strategy of planning of local public policies, seeks to offer, from a simplified methodology, subsidies for more efficient allocation of the planned equipment, delimiting the areas that combine greater social vulnerability and low coverage of existing public service infrastructure. The results showed that the areas of the city with adequate coverage of the three types of equipment (1.5% of the total area of ​​the municipality) are reduced. Areas identified as high vulnerability according to the criterion of household income reach 31.3% of the municipal area and are concentrated in the areas of peripheral occupation of the city. In total, 30.5% of the area of ​​the municipality was classified as inadequate coverage of the network of equipment selected here and high vulnerability assessed by income, corresponding, respectively, to 29.3% and 32.0% of participation in total households and inhabitants of the municipality in 2010.
