MUNICIPAL COUNCILS IN OPERATION IN THE MUNICIPALITY OF CONGONHINHAS (PR): SOME CONSIDERATIONS
Abstract
In the current economic and political context it is pertinent address the social spaces destined to the exercise and enrichment of democracy, because the divergences and contradictions built and reproduced in the public sphere deserve a deep look of the population, in this sense municipal councils are consecrated as formal means of popular participation. In the case under study, the municipality of Congonhinhas, located in the Northern Pioneer of Paraná mesoregion, has seven councils, three of them, hold meetings and also debates about the matters within its competence, composed of members representing various institutions and the civil society. The objective proposed here is to present the councils in their main actions and analyze if there is effective citizen participation. The methodology used was interview with three members of different councils, The methodology used was interview with three members of different councils, Health, School Feeding and Sustainable Rural Development, by means of form with open questions, thus generating the research results. It was observed that there is relevance of people's participation in collective matters in public administration, as far as these people have time to devote themselves to the subject and have knowledge about management and also willingness to act socially.
