Abstract

This study analyzes, with the support of field and theoretical investigations, the socio-spatial reality of Residencial Turiúba, the second largest housing development from a social interest housing program in the municipality of São José de Ribamar, located in the Metropolitan Region of São Luís , State of Maranhão. Considering the effects of the overlapping of a rural territory through an urban spatialization process, it was decided to employ the historical-dialectical materialist method, paying attention to the understanding of the possible effects of the implementation of a large urban housing project in a rural area and, for that, an analysis on urbanization processes was developed from the establishment of public policies aimed at housing issues. It was concluded that the Residential was wrongly designed, paying attention to its location, precarious supply of urban equipment and monofunctionality, which make the right to the city unfeasible for thousands of families displaced outside the urban mesh.
