THE LIMITS OF POPULAR PARTICIPATION IN THE PREPARATION OF RUSSAS, CE, PARTICIPATORY PLAN
Abstract
It is intended to discuss the limitations of the democratization process of public participation in the elaboration of the Participatory Master Plan of the municipality of Russas, located in Baixo Jaguaribe - Ceará. Aiming to understand how the participatory master plans, important instruments of development and urban territorial planning, can be one of the possibilities for the long sought urban development and a mechanism of conquest of the right to the city. This study is based on the analysis of the participative master plan, semi-structured interviews with the agents involved in the process and from the theoretical-analytical point of view, based on researchers and authors who have discussed the subject. It is concluded that the popular participation in the aforementioned process was inexpressive, counting with low participations in the meetings made in the months that followed the elaboration of the plan.
