POLICIES FOR PUBLIC FUNDING OF BASIC EDUCATION IN BRAZIL: FIRST APPROACHES

Abstract

From a historical approach, guided by several sources that discuss the topic of funding basic public education in Brazil, sought to portray in different historical periods, as was unleashed education funding. Based on the educational legislation, prioritized understanding of budgetary resources, specifically the Fund for the Maintenance and Development of Fundamental Education and Valorization of Teachers (FUNDEF), the Fund for the Maintenance and Development of Basic Education and Enhancement of Education Professionals (FUNDEB) and the use of social contribution from the Education Allowance. The studies investigated show the importance of public policies in this inspection and distribution of resources devoted to public education in the country. Once the political articulation has shown little performance with the working class, segregating and relegating standards and minimal resources to public basic education.
