DILEMMAS OF PRODUCING THE OUTSKIRTS: A REFLECTION ON RURAL-URBAN FRINGE ALDEIA - PE

Abstract

The capitalist dynamic has produced new faces to the field and city. The rural and urban areas traditionally have reflected the consequences of this "new" process that penetrates and transforms the landscape, producing conceptual dilemmas and contradictions. The edges of large urban centers have suffered in recent decades, a phenomenon receiving new forms of land use, unlike those who traditionally were installed. There, it produces a conceptual issue at stake when political and economic interests. This phenomenon appears mostly as a possibility to escape from the middle class of urban chaos and violence, installed in many major cities. In the metropolitan area of Recife, not unlike other big cities, this phenomenon is present. For this work was defined as an object of study to take the territory of Aldeia, located in Camaragibe - PE. There is a dilemma that comes installed related to that territory. From the legal point of view the territory of Aldeia an urban is zoned this way in the Master Plan in Camaragibe - Pernambuco (Law 341/07). The dilemma Aldeia  appears when small farmers are then request access to public funding for agricultural activities. The bureaucracy of funding ultimately prevent such access, given that such funds are intended for rural areas. Is it over then to establish the need for reflection on what actually happens to be that region. It is therefore aim of this study to understand the difficulties faced by small and medium producers in the Aldiea in terms of being a rural-urban fringe. And also promote conceptual reflections, which complement those already undertaken in other works on the theme suburban metropolitan area. To achieve these objectives were conducted field interviews with local producers and a bibliography on the subject in the periurban Brazil.
