Abstract
The aim of this paper is to examine the participation of professionals who are responsible for implementing the public policies of social assistance measures for people on the streets and roamers and the overall production of meanings that portrays them as undesirables in the urban space. We are interested to understand how, by the look of these professionals, the figure of the “undesirable” was produced, the stranger who is expelled or moved to other spaces either through policies or assistance by repressive police action. For this, a thorough analysis of public social welfare policies designed to wandering, established by laws was conducted and carried out by social welfare programs instituted in public services and analyzes the results of field research on the subject. In the main conclusions it was found that both public policy and the social services, intended for the roamers are seeking ways to promote sedentary life, devalue and discourage forms of life marked by nomadism.
