Fiscal performance of municipalities in the metropolitan region of Maringá and democratic participation
Abstract
The article stems from research conducted within the scope of the Metropolitan Observatory, a network of investigations in Brazilian metropolitan regions dedicated to the study of urban policies and their relationship with the democratic management of the State. Its theme specifically addresses the performance of fiscal management between the years 2013 and 2022 in municipalities of the Metropolitan Region of Maringá (RMM), with the objective of analyzing the evolution of fiscal management in the RMM municipalities to identify elements that allow an understanding of the difficulty in establishing Participatory Budgets (PBs) in these locations. To do so, the research focused on the collection, systematization, and analysis of the index produced by the Federation of Industries of the State of Rio de Janeiro (FIRJAN) regarding fiscal management at the municipal level, as well as the indicators of autonomy, personnel expenses, investments, and liquidity that compose this index, according to the aforementioned set of 26 municipalities as a parameter during the highlighted period. Moreover, theoretical and normative aspects related to the characterization of PB initiatives and their relationship with the national federative arrangement, which directly impacts municipal fiscal management, were discussed. The result of this analysis allowed for considerations regarding the evolution of these indicators and the index for the RMM between 2013 and 2022, being that these considerations led to the interpretation that the fiscal management of this set of municipalities, with their respected specificities, indicates difficulties for the city administrations in maintaining favorable fiscal conditions, so that this would be a relevant factor in making a portion of public resources available for collective discussion through PBs and, therefore, revealed itself as a limiting aspect to their development in the RMM.
