Voluntary transfer revenue: analysis of the electoral year effect in brazilian municipalities
Abstract
This study aims to analyze the effect of the electoral calendar on the distribution of municipal revenue from voluntary transfers with the Union, controlling aspects of the municipality’s location and geographical region. A panel data regression technique was used for a sample of 1,824 municipalities from 2008 to 2013. The results indicated that the mayoral election year has a negative influence on the distribution of grants, whereas for president and governor and the first year of office (post-election year) had a positive influence. Regarding the geographic region variable, the result was inverse. In both models, the municipal election variable was negative and significant. On the other hand, the quality of municipal fiscal management was only representative for municipalities in the North, Northeast and Center-West regions, and the Gini Coefficient variable only remained significant for municipalities in the South and Southeast regions.
