Abstract
This article discusses the differentiated participation from the actors involved in the activities of the Municipal Council of Health in Dois Vizinhos, Paraná. In a first moment, starting from an analysis of its internal regiment and from proceedings of its meetings, we intend to affirm the existence of a disparity among the participation of different segments that compose this democratic institution, more specifically, between suppliers of services and administrators and between workers and users. In the sequence, analyzing the data obtained by the employment of standardized questionnaires, we developed the statement that such difference is partly due to the political culture found in each one of these groups, especially in regard to the feeling of subjective political effectivenessDownloads
