DESENVOLVIMENTO EXILADO
PARTICULARIDADES TERRITORIAIS E INSTITUCIONAIS AO DESENVOLVIMENTO E À INOVAÇÃO EM REGIÕES DE FRONTEIRA
Abstract
The paper aims to assess whether there are territorial and institutional border peculiarities that exert some enabling/limiting influence on the potential for development and innovation in these areas. Starting from a broad approach to local development, it is observed that border regions have three particularities: (I) the possible presence of political and bureaucratic barriers that hinder the coordination potential of the local elites that set in motion the growth process; (II) the presence of enabling or limiting institutions to take advantage of endogenous resources that create innovative networks and allow cultural translation and the use of local knowledge; (III) the exceptional need to seek an inclusive and transparent dialogue between all spheres of public and local agents to build multidirectional and democratic governance. Paying attention to these three particularities contributes so that development does not remain exiled, with its potential barred on the other side of the border.
