Intermunicipal public consortium: the way to decentralization and reduction of inequalities in public policy?
Abstract
This paper questions whether public intermunicipal health consortia contribute to the decentralization and reduction of inequalities in public policies, for which a descriptive and qualitative study on federalism, decentralization of public policies and public consortium has been developed, having as object the intermunicipal consortium of Health of the region of AMUSEP, association of municipalities of the northern Paraná, whose city center is Maringá. The results obtained show that public consortia have characteristics that contribute to the joint solution of problems related to the public health of the federative entities that subscribe to the protocol of intentions, constituting the public consortium, in the case of AMUSEP, 30 municipalities. Contributing to the reduction of inequalities in the provision of public health services. Considering that small municipalities through the intermunicipal public consortium can offer specialized health services to their citizens and that these can be extended to other services such as: security, education, etc.
