Liquidation of health maintenance organizations in Brazil
Abstract
The supplementary health market has grown, especially in the last decade. According to the National Supplementary Health Agency (ANS), the system had 47.9 million users in December 2016. Although the growth of users, the number of health plan operators (OPS) has been falling since the creation of ANS. When serious operational and economic-financial abnormalities of the OSPs are detected, the ANS may enact special regimes, acting in a more effective way in the recovery of the operators. The objective of this study was to analyze the influence of regulation and ANS interventions on the continuity of PAHO. A logistic regression with panel data with random effects was used, using 26 economic-financial variables obtained through indicators calculated from the accounting information of the operators and dummy variables related to the characteristics of the operators. A variable that measured the influence of the ANS on the continuity of the OPS was also used, proving to be significant for predicting insolvency. Future research may address the regression technique for survival data such as Cox Proportional Risks and adopt the classification criteria for insolvent companies based on the OPS solvency margin index.
