Investments in public health: an evaluation of the performance of public expenditures in Minas Gerais
Abstract
The financing of public health has limitations such as scarcity and distribution of resources, which compromise the provision of quality public service. In this sense, there is a need to seek the efficiency of public spending in order to achieve the results. The objective of this study is to evaluate the performance of the public health service in the municipalities of Minas Gerais. For this, 602 municipalities of Minas Gerais were evaluated in the period of 2015, using two variations of the Data Envelopment Analysis model. The first one is called the Specific Measures Model (MME), which used municipal development as a non-discretionary variable, and the second model used was the Inverted Border, in order to differentiate the most efficient municipalities. The results showed that neighboring municipalities tend to have close efficiency values due to regionality. In this sense, there is a concern with municipalities in poorer regions, necessitating the formulation of public policies capable of serving the population and improving the performance of public health services.
