Standardization process of strategic port management practices: constructivist model for a Santa Catarina Holding
Abstract
Objective: The study aims to build a constructivist performance evaluation model to support the Holding in the process of standardizing the strategic management practices of port activities.
Method: Through semi-structured interviews with the Holding's manager and with the participation of an expert, the Multicriteria Decision Support-Constructivist methodology was used. This process made use of the recursion of the stages, because, due to the generation of knowledge provided at a certain stage of evolution of the process, the port manager found that the information contained in the prototype of the model did not faithfully meet the needs of the organization. As a result, the entire process was reviewed and the final model was made up of 26 indicators.
Results: The performance of the delegated Ports was outlined and the indicators in which the Ports performed below the desired level were flagged. With the support of information generated and imbued with the purpose of standardizing strategic management practices, the Holding's manager proposed actions to each of the Ports that would make it possible to improve the respective performance. For the indicators in which the Ports performed at a level of excellence, the manager identified what were the good management practices and suggested their dissemination among the other subsidiaries, thus operationalizing the standardization of proposed management practices, contributing to the process of effective management of port activity.
Originality: The work stems from the proposal to develop a performance evaluation model to support a port holding company in managing the process of standardizing strategic management practices for activities among its delegated ports, in view of the lack of previous studies on the subject.
Contributions: It contributes both to public management and to theoretical knowledge, as it offers empirical evidence on the process of public management of ports carried out by holding companies.
