REDES DE GOVERNANÇA: TRATAMENTO TEÓRICO E PROCEDIMENTO DE ANÁLISE

Resumo
O presente artigo tem como objetivo apresentar elementos teóricos constitutivos de redes de governança no âmbito da governança pública, considerada forma hodierna de gestão do Estado. Reveste de importância tal propósito, considerando que o Estado abre à participação de outros atores - de mercado e da sociedade - na formulação propósitos e solução de problemas. Para tanto, recorre-se a publicação acadêmica de autores que refletem sobre o tema de gestão pública. O resultado aponta que estudo de redes de governança deve seguir duas perspectivas: estrutura de governança e análise de rede. Tais perspectivas analíticas devem ser consideradas de forma integrada, abordando, assim, o funcionamento e o conteúdo da rede. As categorias eleitas para análise na primeira perspectiva são: governança, colaboração, interdepêndencia e resultado; enquanto, para a segunda perspectiva: trajetória, interação e aprendizagem.
