INICIATIVAS HABITACIONAIS EM HORIZONTE-CEARÁ: FRAGILIDADES E POSSIBILIDADES PARA A POLÍTICA HABITACIONAL MUNICIPAL

Abstract

This article addresses the issue of housing in the municipality of Horizonte - CE, a part of the Metropolitan Region of Fortaleza, focusing on the analysis of municipal housing initiatives in place since 2021. The aim is to understand these housing initiatives and the role of a metropolitan municipality in addressing the housing problem. The methodology combined data collection from secondary sources such as the Brazilian Institute of Geography and Statistics and the João Pinheiro Foundation, field research, interviews, and document review with the Municipality's Secretariat of Assistance, Equality, and Social Development. The research highlighted the need for greater coordination between housing policy and other sectoral policies, aiming for more integrated and holistic approaches to address housing challenges. It also identified proposals to enhance municipal housing initiatives, promoting greater effectiveness and social inclusion. In summary, the research contributes to understanding the difficulties and prospects of municipal housing initiatives, offering insights and recommendations to improve housing policy in order to intervene in reducing housing deficit rates and inadequate dwellings.
