STATE AND THIRD SECTOR: THE POTENTIALITY OF THE PUBLIC RESOURCE IN THE KINDERGARTEN EDUCATION

Abstract

The objective of the article consists of survey and characterizing the various partnerships established between the City department of Education and the institutions without lucrative ends that offer the kindergarten education, making a problematic them in what it refers to the politics. The trend in establishing such partnerships is supported in the points of the efficiency, effectiveness and productivity. The distinction between these institutions and the private ones inhabit in the profit. For if dealing with a social service, of public good, of a conquered right historically, the institutions, even so are private, are constituted by the private law, them do not possess lucrative ends. The alternative, thus, to the speech of the presumption failure of the state institutions would fall again into these beneficent institutions. In this direction, the partnerships express, on the other hand, the construction of other possibilities of offer of the public and state basic education, in this case, regarding in the kindergarten education and the beneficent institutions, for another one, the magnifying of the use of the state public financing. The research, carried through in a city of the State of the Paraná, was used of primary and secondary sources. As result, the study it evidences the limits of the participation of the pertaining educational citizens to the institutions without lucrative ends, demonstrating the necessity to create forms of social control. It never is excessively to remember that the public financing demands transparency. Public good demands its socialization. The socialization demands the politics. The politics demands participation in the process of taking of decisions.
