<b>The dissemination of private education systems in the municipal education system of Santa Catarina, Brazil

Abstract

Research results on the mapping, characterizing and analyzing the expansion process of private education system in the municipal educational systems of the state of Santa Catarina, Brazil, are provided. The municipalization of elementary education, the possibilities of Fundeb and large-scale assessments made the municipal educational departments to practice private education systems, also known as ‘textbook handout’ systems. The allurement of educational enterprises and the promise of improving the Ministry Of Education´s rankings are a working hypotheses for the increasing advance of such private systems in public networks. There is still no study in the state of Santa Catarina on the expansion of the private sector in public pedagogical management and its implications. Therefore, current research is highly important while the following questions may be asked: Which municipalities adopt private education systems? Which systems are adopted? What types of services are purchased? To what level of education are these systems directed? What are the arguments of the Education Departments for such an option? Reflections on these issues bring to the fore the impacts of policy decisions and the consequences of public-private partnerships in municipal management on the municipal education networks in the state of Santa Catarina.

Possui graduação em Curso de Pedagogia pela Universidade do Vale do Itajaí (1988), graduação em Curso de Pedagogia pela Universidade do Vale do Itajaí (1988), mestrado em Educação pela Universidade Federal do Paraná (1997) e doutorado em Educação (Psicologia da Educação) pela Pontifícia Universidade Católica de São Paulo (2002). Atualmente é professora titular da Universidade do Vale do Itajaí, no Programa de Mestrado Acadêmico em Educação.Coordena o Grupo de pesquisa Contextos Educativos e Prática Docente.
Sandra Cristina Vanzuita da Silva, Universidade do Vale do Itajaí
Possui graduação em Pedagogia pela Universidade do Vale do Itajaí (1990) e mestrado em Educação pela mesma Universidade. Atualmente é professora da Universidade do Vale do Itajaí e leciona as disciplinas de Prática Docente Projetos Integrados e Prática de Ensino. Tem experiência na área de Educação e trabalha com a formaçao continuada dos professores da Educaçao Básica, atuando principalmente com os seguintes temas: Educação Infantil, linguagem oral e escrita, alfabetização, propostas curriculares para a Educação Infantil, metodologia de projetos, organizaçao e gestão dos espaços educativos. É pesquisadora do grupo de pesquisa Contextos Educativos e Prática docente.
