Abstract

This article aims to analyze the educational policy of the government of José Sarney, in order to identify the contribution of this government for the construction of an inclusive education system. For this, we carried out a qualitative study aimed at analyzing the content of primary and secondary sources, national documents and scientific production respectively. Data analysis showed evidence that the then government maintained the option of Special Education at the expense of Inclusive Education, which corroborated to the worsening of the historical process of excluding people with disabilities from the regular educational system.

Graduado em Pedagogia pela Faculdade de Educação da Unicamp, graduando em Ciência Política e em licenciatura em Ciências Sociais pelo Instituto de Filosofia e Ciências Humanas da Unicamp, especialista em Gestão Educacional pelo Centro Universitário Claretiano, mestrando em Educação pela Faculdade de Educação da Universidade Estadual de Campinas e pesquisador do Laboratório de Ensino e Pesquisa em Diferença (LEPED) da Unicamp.
