A COOPERAÇÃO INTERFEDERATIVA NA CONSOLIDAÇÃO DE REDES URBANAS REGIONAIS: ESTUDO DE CASO DO CONSÓRCIO RIDES
Abstract
This study analyzes inter-federative cooperation as a tool for territorial reorganization and the consolidation of regional urban networks, focusing on the Integrated Sustainable Development Region (RIDES) consortium in the Triângulo Mineiro and Alto Paranaíba regions of Brazil. The research is based on the premise that the administrative fragmentation of Brazilian federalism limits the capacity of small and medium-sized municipalities to provide efficient public services, necessitating integrated planning and operational scale.The objective is to understand how associated management contributes to territorial articulation, resource rationalization, and the reconfiguration of functional relationships between cities. Methodologically, the study adopts a bibliographic review grounded in urban networks, cooperative federalism, and territorial governance. The analysis examines centralities, functional dependencies, and flows, with an emphasis on basic sanitation, solid waste, and water resources.The results indicate that RIDES strengthens the regional urban network by promoting administrative integration and supra-municipal coordination, leading to efficiency gains. However, limitations persist regarding structural inequalities and tensions between local autonomy and cooperation. The study concludes that consortium-based management does not eliminate asymmetries but serves as an essential mechanism for the mediation and reorganization of territorial relations.
