Abstract

This research presents a perspective of democracy from the Management Councils, focusing on the
Maringá’s Municipal Council of Planning and Territorial Management. Identifies in the Constitution and in infraconstitutional
rules the normative instruments that enable the democratic management of cities. In addition, it
exposes a philosophical reflection that underlies the implementation of Management Councils as a tool of
participatory democracy. The methodology consists on readings, analysis of manuals, articles and books that are
related to the topic, accompanied by notes, records and data analysis. The research elucidates the importance of
the Management Councils in achieving the presence of the several social actors in decision-making in public
policies in cities, and the obstacles that must be overcome for the development of participatory democracy.
