Abstract

The perception of a legitimacy crisis of democracy
results from events such as the strengthening of populism, the
regression of democracy in countries as the United States, Hungary
and Poland, and the apathy of the population regarding the exercise
of citizenship. An investigation on the causes that led to the
international e national crisis is needed to establish norms to protect
democracy and its institutions. Therefore, it demands to consider
three approaches to a democracy concept – the liberal democracy,
the coparticipative democracy and the deliberative democracy –
under a humanism view and a commitment to the effectiveness of
fundamental rights.
