Public management network: the case of the program Segundo tempo - the ministry of sports

Abstract

This paper presents a new public management model based on the organizational changes that occurred in the private sector, bringing proposals that change the pyramidal bureaucratic way of administration, easing management, reducing the hierarchical levels and increasing the autonomy of decision of managers. Decentralization presents itself as a strategy to modernize the state, which seeks to provide both the democratic and participatory process and achieve greater efficiency. In this way is presented the Network State, which according to Castells (1999a), is characterized by sharing authority and the emanation of a plurality of authority sources through a series of institutions. This network enables the concrete innovation in the consolidation of public policy. Thus, the Program Segundo Tempo (PST) at the National Secretariat of Educational Sport is a public policy that exemplifies the new standards of management. This program contributes to the democratization of sport, decreases the social risk of students, besides trains physical education teachers, counselors and graduate students, aiming thus an extended public management. The Maringá State University and Federal University of Rio Grande do Sul have joined the PSR, in order to draw a theoretical and practical support proposal for the Program actions. The PST includes collaborative teams, which consist of a coordinator, a vice coordinator and evaluators. Thus, to construct public policies in the state requires a working connection with collective efforts, social movements and concrete practices of everyday life.

Amauri Aparecido Bássoli de Oliveira, Universidade Estadual de Maringá - Maringá
Aossui graduação em Educação Física pela Universidade do Norte do Paraná (1979), mestrado em Ciência do Movimento Humano pela Universidade Federal de Santa Maria (1988) e doutorado em Educação Física pela Universidade Estadual de Campinas (1999). Atualmente é professor Associado nível C da Universidade Estadual de Maringá. Tem experiência na área de Educação Física, com ênfase em Métodos e Técnicas de Ensino e Metodologia da Pesquisa, atuando principalmente nos seguintes temas: formação profissional, currículo, atividade física e saúde, educação física escolar, atividade física e obesidade.
