Participation and democracy in public school management: myth or reality?
Abstract
This paper is the result of the research “Bureaucratic Organization and School Management: the school principals perspective of Cascavel’s municipal schools”, funded by Araucaria Foundation. The study investigated the conception that the school principals of municipal education system have about management and their relationship with school bureaucracy. Thus the main theoretical matrices about bureaucratic organization as well as their inclusion in the scope of educational organizations are identified. A field research by means of questionnaires with principals of Cascavel’s municipal schools was developed to identify the bureaucratization degree in school units, and how principals perceive and act on this reality.
