Presentation and justification
This year, 2024, marks the sixtieth anniversary of the 1964 coup in Brazil. The occasion is an opportunity to discuss the implications of the authoritarian regime in Brazilian education, especially at this time when we are seeing the exacerbation of authoritarianism and conservatism rekindle in our society. The dictatorship imposed educational reforms in higher education and primary and secondary education, with consequences that continue to this day. The historiography of education has an important set of studies prepared by researchers who experienced the period and analyzed the regime's policies, establishing an interpretation on the topic. However, in the last two decades, new research has been carried out addressing different themes and adopting different theoretical-methodological references.
Structure of expected contributions
The proposal of this dossier aims to deepen knowledge on the topic and encourage debate on the implications of the dictatorship for Brazilian education. Articles may address different educational levels and modalities, regional, national and international aspects, taking into account the following thematic axes:
- Historiography of Brazilian education during the period of the military dictatorship;
- The multiple and differentiated forms of resistance to the dictatorial regime in the field of education;
- The construction of the primary school – an articulation of primary and secondary education;
- Curricular changes and (re)configuration of school subjects;
- Government policies for adult literacy and rural education;
- The policy for the training of 1st and 2nd grade teachers and for continuing education;
- The expansion of public and private higher education;
- Preschool education policies and institutions;
- The restructuring of the Education Departments and the plans to implement the reform of 1st and 2nd grade education in Brazilian states.
Deadlines
- Public notice release: 2024/02/23.
- Submissions: from 2024/03/11 to 2024/07/31. Only texts sent by 2024/07/31 will be evaluated for the dossier composition*.
- Scheduling: the dossier will be published on the n. 24 (2024) edition, with publication estimated in the last quarter of 2024.
*As per deadline extension on 2024/07/05. Original deadline: 2024/07/11.
Submission of papers
- The submission of the article must be done individually, by registering with the RBHE, through the link http://periodicos.uem.br/ojs/index.php/rbhe/login.
- Articles must strictly comply with the RBHE article submission rules. Guidelines for authors are available at http://periodicos.uem.br/ojs/index.php/rbhe/about/submissions. Papers that do not follow the guidelines will be automatically rejected.
- The person responsible for posting the article must select the “Dossier” section in the submission. In addition, the following information will appear in the Nota ao Editor (this item will appear during the submission process): “Texto referente ao dossiê temático História da Educação e o ensino das Ciências Sociais”.
- Articles must be original and unpublished, and their simultaneous presentation in another journal is not allowed. Each author can only submit a single text for this call.
Proponents
- Proponents must be professors and researchers from national or foreign higher education institutions who have distinguished academic competence in the thematic area on which the dossier deals, and have their Lattes curricula updated, as well as the ORCID registration.
- The person responsible for posting the article must include as a Supplementary Document (the item will appear during the submission process): cover page with: title of the work and complete data of all authors in the following order: name, complete institutional affiliation (in full and acronym), degree of education, city, state, e-mail, short CV and ORCID.
- Submission of articles by dossier proponents is prohibited.
The process of evaluating and reviewing articles
The articles will individually go through the following evaluation process:
- Analysis regarding structure: in this phase, the articles will be submitted to the dossier organizers for reading and evaluated as to their adequacy to the general criteria of the Revista Brasileira de História da Educação. The submission guidelines are available at: http://periodicos.uem.br/ojs/index.php/rbhe/about/submissions. If they do not meet the necessary requirements, articles will be rejected by the organizers if:
- They are configured solely as a bibliographical reviews, or as an excerpt from a dissertation or thesis, without proper adaptation;
- They do not present an in-depth analysis of the theme they intend to discuss;
- They have errors of writing and textual structure.
- They are merely descriptive and do not present an analysis of the problem addressed;
- They do not correspond to the scientific article genre.

Blind peer review on merit and final decision by the editor
In this second phase, the journal forwards the article, without identifying the author, for evaluation by two reviewers from the thematic area. Reviewers can fully accept the article, request reformulations or reject it. These decisions are made through descriptive analytical opinions. In order for the editor to issue the final opinion, at least two opinions are required. When one or two evaluators request a reformulation, the article returns to the author so that they can carry out the reformulations. When the author resubmits the reformulated text, it is reassessed again, moving on to the final stage. In this last step, the responsible editors (organizers) can approve or reject the submission.
Review and adequacy of the work to the RBHE standards:
Once approved, the article undergoes a language review and standardization. If necessary, the article is sent to the author for corrections and adaptations, to finally be diagrammed and forwarded for publication.
Articles that will compose the dossier
The dossier will include a diversity of authors, institutions and regions in the country and abroad. It will consist of eight articles. The texts that are approved in the process and that, perhaps, do not concord with the dossier, may be submitted in the continuous flow of the journal, if the author is interested.
The internationalization policy
Mandatorily, 25% of the articles (two articles) will be by authors affiliated with foreign institutions. All of the articles must be translated into English, with the translation being paid by the authors. Only translations accompanied by the declaration of execution by the responsible professional will be accepted. Important: Translation should only be requested after completing the Portuguese and technical standards review stages, upon notification from RBHE. It is therefore not necessary to submit the text in two languages.
