Abstract

The doctrine of Carneiro Leão (1887-1966) on the need for greater investments in higher education by the State and on the broadening of its activities in other levels of teaching is provided. His critique on the university model practiced by the University of Rio de Janeiro is emphasized, especially his remarks on its organization and structure and its academic and scientific schemes. The educator’s role in the defense of education for all social classes in the beginning of the 20th century is highlighted. Carneiro Leão was a teacher, journalist and politician with a host of books, conferences and articles, comprising O Brasil e a educação popular [Brazil and popular education] (1917), Problemas de educação [Educational issues] (1919) and Os deveres das novas gerações brasileiras [Duties of future Brazilian generations] (1923), published in defense of popular education, which were the primary sources of current research.
