Abstract

The issue on the right to education in the Constitution of the state ofParana,Brazil, in 1892, is debated. Priority was given to discussions on the education issue by parliamentary representatives due to the fact that primary education was placed under the tutelage of each state. The economic, political, social and cultural conditions that triggered the development of the propositions on Education are also determined in current research. Public education was treated with extreme care by the Constituents, although the final text received only a single article by which gratuity was underscored. There was a hearty interest among the population with regard to the provision of primary schools and the need to regulate their supply by the State Constitution, so that education, among other issues, became an object of parliamentary debate.

Maria Cristina Gomes Machado, Universidade Estadual de Maringá

Graduada em Pedagogia pela Universidade Estadual de Maringá (UEM), Mestra em Fundamentos da Educação pela Universidade Estadual de Maringá (UEM) e Doutora em Filosofia e História da Educação pela Universidade Estadual de Campinas, curso concluído em 1999. Realizou estágio de pós-doutorado na Universidade Federal de Minas Gerais na área de Educação. Atualmente é professora associada da Universidade Estadual de Maringá (UEM) onde trabalha desde 1990 e atua no Programa de Pós-Graduação em Educação - Mestrado e Doutorado.

Carlos Roberto Jamil Cury, Pontifícia Universidade Católica de Minas Gerais

Graduação em Filosofia pela Faculdade de Filosofia Ciências e Letras Nossa Senhora Medianeira (1971), mestrado em Educação: História, Política, Sociedade pela Pontifícia Universidade Católica de São Paulo (1977) e doutorado em Educação: História, Política, Sociedade pela Pontifícia Universidade Católica de São Paulo (1979). Fez seu pós-doutorado, em 1994, junto à Faculdade de Direito do Largo S.Francisco- USP. A seguir, agora junto à Université de Paris (René Descartes, em 1995, continuou seus estudos pós-doutorais. Entre 1998-1999 fez outros estudos de pós-doutorado na École des Hauts Études en Sciences Sociales, EHESS, França. Em 2011 fez um estágio posdoutoral na UFRJ. É professor titular (aposentado) da Faculdade de Educação da UFMG da qual é professor emérito. É professor adjunto da Pontifícia Universidade Católica de Minas Gerais atuando na Graduação e Pós-Graduação (mestrado e doutorado).
