Abstract

This study aimed to evidence, through an historical context, the numerous changes brought in public policies, and particularly in educational policy after the advent of the 1988 Constitution. These changes were primarily motivated by the ‘new federalism’ proposed therein and that placed municipalities at a federal entity status, as well as the decentralization process, represented by the decentralization of social policies. The process of decentralization occurred in response to the cry of Brazilian society in the 1980s for the democratization of social policies, greater involvement of civil society and the efficiency of public administration. We will use as a ‘background’ for our reflection, the Federal Constitution of 1988 and the institution of the Federative System of Brazil, which brought great innovations, however, many challenges to the implementation and enforcement of social and educational policies.

Graduada em Serviço Social pela Universidade Católica Dom Bosco (UCDB), Especialista em Serviço Social Pela Universidade de Brasília (UNB) e Mestranda do Programa de Pós-Graduação em Educação – Mestrado e Doutorado da Universidade Católica Dom Bosco (UCDB). É Assistente Social da Universidade Federal de Mato Grosso do Sul (UFMS).

Celeida Maria Souza e Silva, Universidade Católica Dom Bosco

Possui graduação em História (1990), especialização em História da América Latina(1994), Mestrado em Educação pela Universidade Federal de Mato Grosso do Sul (2000) e Doutorado em Educação pela Universidade Estadual de Campinas(2009). É professora pesquisadora da Universidade Católica Dom Bosco (UCDB), atua nos Cursos de Graduação e no Programa de Pós-Graduação em Educação - Mestrado e Doutorado (PPGE/UCDB). Foi membro da diretoria da Associação Nacional de História- ANPUH, seção de Mato Grosso do Sul (2010-2012). É membro do Fórum Estadual de Mato Grosso do Sul (FEEMS), vice-coordenadora da Linha de Pesquisa Políticas Educacionais, Gestão da Escola e Formação Docente. Tem experiência na área de Educação, Filosofia e História, com ênfase em: História do Brasil, História da Educação Brasileira, Políticas Públicas Educacionais e Legislação Brasileira.
